Some points about the wind effects part for your benefit:
1. When evaluating Kzt, z is still referenced from the ground surface where your structure is located, not from the bottom of the hill, escarpment, or ridge. Note that the Kzt shall also be used for valleys; therefore we can't have a negative z value.
2. Natural frequency of steel trussed towers is higher than natural frequency for buildings.
3. Kzt is evaluated at every z you need to evaluate your velocity pressure! You cannot use one Kzt for the whole velocity profile!
4. Everyone's got the base moment calculation right. Congratulations!
